“Why Scott Walker Will Never Be President”: A Political Style That Doesn’t Say Statesman
Scott Walker, an ardent Ronald Reagan fan from his youth, was never likely to follow Reagan’s footsteps to the White House. The Wisconsin governor lacks his hero’s way with words, skill for crossing lines of partisan and ideogical division (especially within the Republican Party) and confidence on the national campaign trail.
Yet Walker has wanted to believe in the possibility so badly that he has spent the two years since his 2012 recall election win positioning himself as a contender for the 2016 Republican presidential nomination. He penned a campaign book, Unintimidated: A Governor’s Story and a Nation’s Challenge, which was so transparent in its ambitions that Glenn Beck’s The Blaze refers to it as “the prototypical book about someone running for president who doesn’t want to come out and actually say that he is running for president.” He jetted off to Las Vegas to to try and impress Republican mega-donor Sheldon Adelson, but Adelson missed the Wisconsinite´s speech. He even persisted in making the rounds nationally after polls showed that his enthusiasm for presidential politics did not sit well with the Wisconsin voters he must face in a November re-election bid.
But with the release of documents in which Wisconsin prosecutors allege Walker helped to engineer an expansive “criminal scheme” to coordinate efforts by conservative groups to help his recall campaign—by circumventing campaign finance laws—Walker’s presidential prospects look less realistic even than those of his mentor, scandal-plagued New Jersey Governor Chris Christie.
The headlines in Wisconsin Thursday were damning:
“John Doe prosecutors allege Scott Walker at center of ‘criminal scheme’”
“Prosecutors accuse Walker of running ‘criminal scheme’”
And the national headlines were just as rough. “Prosecutors: Scott Walker part of ‘criminal scheme,” read the headline of a Politico story that opened with a breathless report that
Wisconsin Gov. Scott Walker participated in a “criminal scheme” to coordinate fundraising for the Republican in response to efforts to recall him and state senators from office, local prosecutors argue in court documents released Thursday.
Walker, his chief of staff and others were involved in the coordination effort with “a number of national groups and prominent figures,” including Karl Rove, says special prosecutor Francis Schmitz.
“[T]he evidence shows an extensive coordination scheme that pervaded nearly every aspect of the campaign activities during the historic 2011 and 2012 Wisconsin Senate and Gubernatorial recall elections,” Schmitz wrote in a December motion, on behalf of five attorneys from some of the state’s most liberal counties, just now unsealed by an appellate court judge.
Even worse for a governor who has already had to try an explain away highly controversial emails from former aides, as well as the investigations, prosecutions and convictions of aides, appointees, allies and campaign donors, are the actual details of the documents that were ordered unsealed by Federal Appeals Judge Frank Easterbrook.
“The documents include an excerpt from an email in which Walker tells Karl Rove, former top adviser to President George W. Bush, that (veteran Wisconsin Republican operative R.J.) Johnson would lead the coordination campaign. Johnson is also Walker’s longtime campaign strategist and the chief adviser to Wisconsin Club for Growth, a conservative group active in the recall elections,” reported the Milwaukee Journal Sentinel, the state’s largest paper.
The May 4, 2011, e-mail to Rove read: “Bottom-line: R.J. helps keep in place a team that is wildly successful in Wisconsin. We are running 9 recall elections and it will be like 9 congressional markets in every market in the state (and Twin Cities).”
Walker, who is certainly no stranger to controversy, claimed Thursday that he had been vindicated by judges who have restricted—and even attempted to shut down—the “John Doe” investigation into political wrongdoing. But other judges have sustained the inquiry.
Walker allies argue that he is the victim of a “witch hunt” organized by Milwaukee County District Attorney John Chisholm and other top prosecutors, who they allege are out to silence conservatives and harm Republicans. Chisholm is a Democrat, but he is also a respected prosecutor who has gone after Democrats and worked with Republicans.
Lawyers for targets of the probe are fighting to shut it down and, in this unsettled and uncertain post–Citizens United period with regard to state and national campaign finance laws, they believe they will succeed.
Attempts to halt the probe, which have been cheered on by advocates for a no-holds-barred “big money” politics, are part of a broader strategy to gut remaining campaign-finance laws. One way to super-charge the influence of major donors and corporate interests is to undermine bans on coordination between candidates and their campaigns with “independent” groups that operate under different and more flexible rules for raising and spending money during a campaign.
“If you don’t have restrictions on coordination, then the contribution limits become meaningless,” Paul S. Ryan, the senior counsel for the watchdog group Campaign Legal Center, explained. Ryan told Politico that without the restrictions, a donor “could max out under the limits [for donating to a candidate], but then you could also just say to the candidates, ‘Hey give me an ad script and we’ll walk down to the TV station and do this ad for you.’”
But even if the probe is prevented from going forward, the documents that have now been released—in combination with the February release of 27,000 pages of e-mails from the seized from the “secret e-mail system” computers of a former Walker aide who has been convicted of political wrongdoing—paint a picture of a governor whose political style does not say “statesman.”
There is no question that Walker is a hero to some Republicans, and to some conservatives.
But Republicans and conservatives who want to win back the White House have to be realistic enough to recognize that Walker has a paper trail that is unlikely to read well on the 2016 campaign trail.
In fact, if the Wisconsin polls that have Walker tied with Democratic challenger Mary Burke are to be believed, Walker might have trouble getting past the 2014 election.

“Dick Cheney, Did You Really Want To Go There?”: He Was Wrong In Every Prediction He Made About The Iraq War
The infinitely valuable Yiddish word chutzpah is defined as “shameless audacity” or “impudence.”
It’s singularly appropriate for the astonishing op-ed from former vice president Dick Cheney and his daughter Liz that was published in the Wall Street Journal on Wednesday. It’s not every day that a leader of the previous administration suggests that the current president is a “fool” and accuses him of intentionally weakening the United States.
“President Obama seems determined to leave office ensuring he has taken America down a notch,” the Cheneys write. Are they charging our president with treason? “President Obama,” they write, “is on track to securing his legacy as the man who betrayed our past and squandered our freedom.”
Squandered our freedom?
“Only a fool,” they say, “would believe American policy in Iraq should be ceded to Iran, the world’s largest state sponsor of terror.” As if this is what Obama is doing — and as if it weren’t the invasion Cheney so passionately supported that vastly strengthened Iran’s hand long before Obama took office.
The Cheney polemic would be outrageous even if our former vice president’s record on Iraq had been one of absolute clairvoyance. As it happens, he was wrong in almost every prediction he made about the war.
On March 16, 2003, days before the war started, Cheney sat down with the late Tim Russert on NBC’s “Meet the Press” for what still stands as the most revealing of the prewar interviews. Cheney was adamant that “to suggest that we need several hundred thousand troops there after military operations cease, after the conflict ends, I don’t think is accurate. I think that’s an overstatement.”
“We will, in fact, be greeted as liberators,” he famously said and proceeded to play down the very sectarian divisions that are plaguing the country now. Russert asked: “And you are convinced the Kurds, the Sunnis, the Shiites will come together in a democracy?” Cheney replied quickly: “They have so far.” He went on:
“If you look at the opposition, they’ve come together, I think, very effectively, with representatives from Shia, Sunni and Kurdish elements in the population. They understand the importance of preserving and building on an Iraqi national identity. They don’t like to have the U.S., for example, come in and insist on dealing with people sort of on a hyphenated basis — the Iraqi-Shia, Iraqi-Sunni — but rather to focus on Iraq as a nation and all that it can accomplish as a nation, and we try to be sensitive to those concerns. I think the prospects of being able to achieve this kind of success, if you will, from a political standpoint, are probably better than they would be for virtually any other country and under similar circumstances in that part of the world.”
Ah yes, regime change would work out just fine — better than fine. “Extremists in the region would have to rethink their strategy of jihad,” Cheney had told the Veterans of Foreign Wars seven months earlier. “Moderates throughout the region would take heart.” Plus a bonus: “Our ability to advance the Israeli-Palestinian peace process would be enhanced.” This was the war that would cure all that ailed us.
Thanks to the Cheney op-ed, we can see how Obama’s hawkish critics are out to create a double standard. Whenever they are called out for how mistaken they were about Iraq in the first place, they piously lecture against “relitigating the past” and say we must instead look forward. At the same time, many of them feel perfectly free to trash the president in extreme and even vile terms.
I am all for looking forward and trying to find an approach that squares the many contradictions we face: of needing to defeat the Islamic State of Iraq and Syria while also pushing Iraqi Prime Minister Nouri al-Maliki to stop pursuing anti-Sunni policies that are empowering the forces we need to turn back; of being on the same side as Iran in Iraq’s current emergency but on opposite sides over Syria; of wanting to avoid steps that will make things worse while not being paralyzed; and of not plunging into the middle of a Shiite-Sunni civil war while trying to stop the region’s descent into chaos.
Obama sees these contradictions and says he won’t act rashly. You don’t have to agree with Obama’s every move to prefer his prudence to the utter certainty that “we will be greeted as liberators” and to a habit of underestimating the costs of military action.

“Often Wrong, Never In Doubt”: John McCain Ran Off The Rails A Long Time Ago
John McCain bugs my esteemed predecessor Brother Steve Benen in the way that Bobby Jindal bugs me: a public figure whose regular production of baloney seems to have eluded the MSM to an extent that the acute observer goes nuts now and then. So when McCain attributed his and Lindsey Graham’s influence among fellow-Republicans on foreign policy issues to the fact that the Amigos “have had long experience and haven’t been wrong,” Steve responded with savage precision:
Two weeks ago…McCain complained about the prisoner swap that freed an American POW despite having already endorsed the exact same plan. After getting caught, McCain falsely accused his critics of “lying.” He then suggested the detainees were “responsible for 9/11,” which didn’t make any sense.
Soon after, the senator told a national television audience, “We had literally no casualties there in Iraq during the last period after the surge was over.” That’s ridiculously untrue.
McCain then argued that militants holding prisoners don’t kill Americans, followed by the senator leaving policy briefings before they’re done so he can repeat false talking points for the cameras.
McCain then demanded that the suspected ringleader of the 2012 attack in Benghazi be brought to Guantanamo Bay, telling reporters, “It’s where we put terrorists when we apprehend them.” In reality, (a) that’s not even close to being true; (b) sending Abu Khattala to the detention facility probably wouldn’t be legal, and (c) McCain doesn’t seem to remember his own position, which is that the Guantanamo prison be closed.
McCain is convinced he hasn’t “been wrong”? These are just the more notable mistakes from the last two weeks.
Lord knows how many more Sunday Show appearances and heavily reported interviews McCain can make between now and the end of his current term in 2016. Each will represent both a torment and an opportunity for Steve, unless the rest of the media finally get hip to the fact that the 2008 presidential nominee ran off the rails a long time ago and shows no interest in finding his way back.
McCain perpetually calls into mind a quotation attributed to former U.S. Treasurer Ivy Baker Priest: “I’m often wrong, but never in doubt.”

“Drop These Silly Notions Of False Equivalence”: The Democratic Party Is The Only Home For Centrists
This is a letter to political centrists.
For those of you alarmed that Rep. Eric Cantor was not conservative enough for Republicans in Virginia’s 7th congressional district, I encourage you to read Charles Wheelan’s The Centrist Manifesto. Wheelan, a professor of economics at Dartmouth College, puts to words what we can all sense: Partisan gridlock is becoming more than a nuisance in our lives. It is threatening our economy, our children’s educations, the welfare of the planet, and every other national priority.
Take a read through Wheelan’s “Manifesto.” It’s a short read, published last year after it became clear that President Obama’s re-election would not bring a new age of bipartisanship to Washington. Wheelan calls for the center to step outside of the two major parties and stand up for itself. In noting that the fastest growing bloc of voters is Independents, Wheelan argues that both the Democratic and Republican parties have driven out moderates by standing only for their political bases — and that the only resolution to this is an organized movement of Independents.
Take a read, because Wheelan is wrong.
Wheelan’s vision may have made sense in 2013, but much has changed in the past year. We are now well past the time for quixotic visions of bipartisanship driven by centrists on both sides of the divide. To read “Manifesto” is to recall a time when Americans could reasonably believe that in spite of bitter partisanship in Washington, Congress could transcend the ideological gap to act on immigration reform, universal background checks, and tax reform. To behave, in short, like statesmen.
If we have learned anything from Eric Cantor’s demise, it’s that the Republican Party is no place for pragmatic centrists. It’s not even a place for relentless partisans who may stray from Republican orthodoxy on an issue or two.
So it’s time to just say it out in the open: The resolution to Washington’s dysfunction is a migration of Independents into the Democratic Party, because there is only one side that seems at all interested in welcoming centrists.
We should first note one of the most fundamental rules of political science: Duverger’s Law. This is the observation, made famous by French sociologist Maurice Duverger, that in winner-take-all two-party systems, voters inevitably gravitate toward one of two major parties. This is because voters do not want to waste their vote on a candidate who will not win. Recall how quickly liberal voters snapped back into the Democratic fold after wasting votes on Ralph Nader in 2000; they know Duverger’s Law well.
Given Duverger’s Law, it would follow that any potential “Centrist Party” would run into institutional obstacles not easily surmounted by even the most popular movement. And even those preaching the gospel of bipartisanship, nonpartisanship, and centrism must accept the reality that the current Republican Party is plainly interested in none of that.
This goes for the 501(c)(4) groups like Mark Zuckerberg’s FWD.us. If you want Congress to move “FWD” on immigration reform, under what circumstance could you expect a GOP-led House to buck the Tea Party and pass a bill that commands broad bipartisan support?
This also goes for moderate voters, whom Wheelan notes comprised 41 percent of the electorate in 2012.
Wheelan correctly observes that any centrist party should not simply meet both sides halfway on each issue, but rather take the best ideas from both sides. A rational observer, for example, would not conclude that climate change is “probably” happening because Democrats are sure it is, and Republicans are sure it’s not.
He also correctly notes that many Democrats have strayed from sensible policies in favor of myopic political interests. But it simply cannot be said that there is no home for centrists in the Democratic Party.
In fact, several prominent Democrats — including Senators Elizabeth Warren (D-MA) and Cory Booker (D-NJ) — are on record as supporting school choice. Congress passed free-trade agreements with South Korea, Colombia, and Panama in 2011 with large numbers of Democratic votes, and President Obama signed them into law. The Obama administration and many of its congressional allies have supported lowering the corporate income tax from 35 percent to 28 percent.
In other words, Democrats often support centrist policies without reprisal. Such apostasy would never be tolerated in the GOP.
Wheelan examines the U.S. Senate in “Manifesto,” and proposes that if moderate members began asserting themselves as independent from their parties, the cogs of Washington may begin to turn again.
“With a mere four or five U.S. Senate seats, the Centrists can deny either traditional party a majority. At that point, the Centrists would be America’s power brokers…good things can start happening again,” Wheelan writes.
He’s right, but who might these four to five senators be? At the moment, they would almost assuredly be Democrats.
Take a look at the vote scoring of the 112th Senate (which ended after the 2012 election,) done by political scientists Keith Poole and Howard Rosenthal. The NOMINATE scale, an abbreviation for Nominal Three-Step Estimation, is immensely complex, and explaining it is well beyond the scope of this piece. Please accept for a moment that -1 on the scale is the score of the most liberal senator imaginable, and 1 is the most conservative. Zero is the perfect middle.
You may note the slight asymmetry of the distribution. I would mark the area between -0.25 and 0.25 as centrist territory. Thirteen of these centrists were Democrats, and only five were Republicans. Of these five, only Senators Lisa Murkowski (R-AK), Mark Kirk (R-IL) and Susan Collins (R-ME) remain in the 113th Senate. Murkowski, it should be noted, held on to her seat in 2010 only after a miraculous write-in campaign overruled GOP primary voters, who nominated fringe Tea Party candidate Joe Miller.
You might also note that NOMINATE scores President Obama as being as liberal as Senator Dick Lugar (R-IN) was conservative. Obama commands the approval of nearly 80 percent of Democrats, while Lugar was dismissed by GOP voters in favor of a man who believed that “God’s intent” was for women to bear the children of their rapists.
A Pew Research Center poll released this week found that 82 percent of “consistently liberal” respondents said they would like elected officials to make compromises; only 14 percent said they would prefer that elected officials stick to their positions. When offered the same dichotomy, “consistently conservative” respondents said they would prefer elected officials hold fast to their views by a 63 to 32 percent margin.
This Republican intransigence left Thomas E. Mann and Norman Ornstein, two of the most prominent scholars of the Senate, to place the blame for Washington’s dysfunction squarely on the GOP in their 2012 book, It’s Even Worse Than It Looks.
“When one party moves this far from the center of American politics, it is extremely difficult to enact policies responsive to the country’s most pressing challenges,” Mann and Ornstein write.
Of course, we recently had two years of almost unfettered Democratic control in Washington. Was the record of the 111th Congress, which reigned in 2009 and 2010, perfect? Of course not. But it got things done, including passing a markedly centrist health care bill that has expanded coverage to more than 10 million people to date.
It got done because those four or five senators Wheelan speaks of cooperated. Those senators were all Democrats.
On the issues, I have no apparent disagreements with Wheelan. He’s a brilliant author and public policy expert.
But he, and others, has to drop these silly notions of false equivalence. I too hope for a day when Republicans in Washington are ready to rejoin mainstream political thought. But it does no good to pretend that they exist in that space now. And given the message that GOP voters just sent us from Virginia’s 7th congressional district, they aren’t coming back anytime soon.
Until the GOP is ready to return to rationality, centrists are left with no choice but to organize and vote for Democrats, and work within the Democratic Party to advance centrist goals.
